Annabel is a Solicitor in our Court of Protection Health and Welfare team, having qualified in January 2025. She completed her Graduate Diploma in Law at Cardiff University and her Masters in Law at the University of Law in 2024.

Before joining Moore & Tibbits in May 2026, Annabel worked as a Local Government Solicitor and gained experience in central government as a policy advisor, assisting Ministers in creating and implementing policy.

With a compassionate and pragmatic approach, Annabel supports clients through complex and sensitive health, welfare and social care matters, utilising her knowledge and experience of Local Government, ensuring the individual’s rights and wishes remain at the heart of each case.

She advises on a wide range of matters, including:

•    Court of Protection applications under Sections 21A and 16 of the Mental Capacity Act
•    Best interest decisions relating to residence, care and treatment
•    Deprivation of Liberty Safeguards and Liberty Protection Safeguards
•    Transitions from children to adult social care, including assessments, funding and care packages
•    Concerns about whether a care or support package adequately meets an individual’s needs
•    Moving to alternative placements, including out-of-area placements and funding implications
•    Capacity assessments and challenges to capacity decisions
•    Disputes involving social care assessments, reviews and funding decisions
•    Disputes involving financial assessments for care

Annabel regularly works alongside social workers, healthcare professionals, litigation friends and family members to help achieve the best possible outcome for vulnerable individuals.

Outside of work, Annabel enjoys spending time with friends and family and taking her dog (Juno) for walks in the Cotswolds.
