Postcode Lottery Continues for NHS Continuing Healthcare, Sparking Inequality Concerns

Many families across England are once again raising their concerns over the "postcode lottery" in NHS Continuing Healthcare (CHC) funding, with new figures revealing stark regional disparities in access to support.

CHC provides fully-funded care for individuals with severe and complex health needs, covering costs such as nursing home fees or care in the home. However, recent data obtained via Freedom of Information requests shows that some local Integrated Care Boards (ICBs) approve more than twice as many applications as others — despite similar population sizes and demographics.

Campaigners say the system is “deeply unfair” and failing those most in need. “Where you live should not determine whether you get essential healthcare funded,” said Caroline Abrahams, charity director at Age UK. “People are being denied help purely because of local interpretation of national guidelines.”

The issue has persisted for years, with previous government reviews promising greater consistency. Yet critics argue that reforms have been slow and ineffective.

In response, the Department of Health and Social Care said it is “committed to ensuring CHC assessments are fair and based on individual need,” but acknowledged ongoing work is needed to improve regional equity.
Affected families are calling for an urgent overhaul of the assessment process and increased transparency in funding decisions.
